National Expert- Human Resources Management - National Expert- Human Resources Management and Training - Colombo

The Food and Agriculture Organization (FAO) of the United Nations leads international efforts to defeat hunger. FAO’s mission is to raise levels of nutrition, improve agricultural productivity, make better the lives of rural population and contribute to the growth of world economy.

The office of the FAO Representative in Sri Lanka is looking for highly motivated individuals to fill the above vacancy.

Duration: 9 months, with possible extension as required

Duty Station: Colombo/ Sri Lanka with travel to project sites as required

Under the overall supervision of the FAO Representative, and the direct supervision of the Chief Technical Advisor (CTA), as well as the national project Coordinator, and in close collaboration with his/ her national counterparts, he/she will responsible for the detailed design and implementation of the training component of the Project.

* Review relevant assessments, reports and baseline data related to institutional capacity building and training in Sri Lanka;
* Carry out a detailed institutional capacity assessment of the Ceylon Fisheries Harbour Cooperation (CFHC) and key institutional partners;
* Support the project in completing a systematic Training Needs Assessment of the CFHC and key partners at national and local level (through a participatory approach);
* Develop a detailed and fully budgeted strategic training plan for the project including identification of target training groups, courses (both human and financial) required for implementation;
* Assist with identification of key partners to carry out the project training plan;
* Work with the M&E Expert to monitor training delivery in line with the training plan;
* Develop a project cross visit plan and potential options for overseas study visits; and
* Prepare progress reports and project reports as requires; and
* Undertake any other duties assigned by the CTA

Qualifications:

University degree in social sciences or equivalent experience, with preferably a higher degree qualification and/ or recognized training qualification. The expert should preferably be familiar with the fisheries sector in Sri Lanka and have previous experience of working in training, planning and management capacity on development projects.
