Project Officer - Ministry of Vocational and Technical Training - Colombo

ADB funded technical education development project is being implemented under the Ministry of Vocational Training and Technical Training with the objective of supporting the government’s strategy to close the gap between supply of and demand for technicians and technologists by (i) strengthening Colleges of Technology (CoTs) to offer technician education, (II) strengthening the ministry of Vocational & Technical Training (MV&TT) and relevant institutions to support a market-responsive Technical Education & Vocational Training (TEVT) system’ and (iii) establishing the University of Vocational Training (Univotec), which will focus on technical and technological education. The project will build on the outputs of the Asian Development Bank (ADB)- assisted skills development project (SDP), particularly the national vocational qualifications (NVQ) framework.



The project will strengthen M/V & TT and relevant institutions in order to facilitate, support to ensure quality, efficient and sustainable TEVT, focusing on NVQ levels 5-7. the project will help the government establish Univotec, address the shortage of technologies and qualified instructors for TEVT, and provide an alternative education and career pathway for students and TEVT sector personnel, leading to a degree. The project will, among others, develop degree programs leading to a bachelor of technical Education (B. Tech. Ed.) and a Bachelor of technology (B. Tech) and upgrade the facilities and equipment of institutions comprising Univotec offering these programs. Also, upgrading nine existing technical colleges to colleges of technology, one in each province will be done. The proposed colleges of technology will directly support the industry by providing facilities for trainees to acquire NVQ levels 5 & 6 in selected subject areas.


The project is implemented over a period of 5yrs from the year 2006.


Applications are invited form suitably qualified and experienced candidates who are citizens of Sri Lanka to fill the above position in the Project Implementation Unit (PIU) located in Colombo.


Duties & responsibilities:

While directly reporting to the Project Manager (staff training and social marketing) the following activities/ functions are to be fulfilled:

1. assist the PM in development and implementation of the staff development plan based on project concept

1. Assist in implementation of social marketing program to recognize the TEVT sector, focusing national vocational qualification frame work
2. assist activities pertaining to implementation of degree program conducted at the UNIVOTEC
3. assist the PM to train academic and non-academic staff of project institutions to improve the quality and relevance of the TEVT sector
4. organize training program to train the technical staff for the use of EMIS, MIS to introduce an automated system in project institutions


Qualifications & experience:

An officer of the government all island services Class II/ I or above to similar status with minimum 5yrs in Class II/ I in the relevant field

OR
Chartered/ corporate membership of recognized professional institution/ post graduate degree in the relevant field and minimum of 5ryrs of post qualifying experience in the relevant field.


Professional competencies:
1. ability to manage the project activities under the guidance of the PM with lease supervision
2. demonstrated communication skills in Sinhala and English languages (written/ oral)
3. demonstrated skills in working resourcefully, consistently & with perseverance
4. good computer literacy

Remuneration:

Negotiable, depending upon candidate’s qualifications & experience (subject to terms and conditions of the management services circular No. 33 of 05.04.2007 of the General Treasury.


General conditions:

1. the employee’s and employer’s contribution to the Employee’s Provident Fund (EPF) will be 8% and 2% of the salary respectively while employer’s contribution to Employee’s Trust Fund (ETF) will be 3% of the salary
2. the posts will be on full time and contract basis initially foe a period of 1yr and will be renewed annually on the basis of performance
3. candidates who are already n the public service should send in their applications through that relevant head of the department/ executing agency who should indicate that the candidate could be released in the event of being selected to the post
4. experience in foreign funded projects will be an added qualification
